Malta is considered one of the pioneers in the implementation of ECVET. Malta began testing ECVET in 2011, starting from the formal education sector in liaison with industry. National Partner Country Report. ECVET Implementation Environment. Russia The report is devoted to the description of the Russian system of vocational education and training (VET) in conjunction with higher education (HE). An overview, VET context, legislative regulations, quality assurance, national qualifications system and other aspects are described from the point of view of subsequent ECVET implementation. The report is a deliverable of the project “Piloting ECVET to the national VET system of Russia and Uzbekistan”. Relevance and credibility to Bologna, Copenhagen and Torino processes are outlined. The development principles of VET study programmes are observed in the learning environment regulated by the Russian federal state educational standards and occupational standards. Previous attempts of ECVET implementation are also reviewed. Qualification levels, which correspond to EQF sufficiently, are listed in the Annex.

Implementation of ECVET principles and specifications in Work-Based Learning (WBL)

The article gives an insight into the application principles of The European Credit System for Vocational Education (ECVET) in Russia. It argues that the main goals and principles of ECVET can be described in terms of Work-Based Learning practices (WBL). It concludes that the application of ECVET and WBL in the
system of Russian vocational education and training is very prospective and promising.

Kopnov V., Papaloizou L. RUECVET: Piloting ECVET to the national VET system of Russia and Uzbekistan. The ECVET Magazine. 2018; Number 31 (April): 14-17.  The RUECVET project aims to pilot the ECVET implementation in the national HE & VET system of Russia and Uzbekistan by creating a long-term platform of collaboration between leading HEIs engaged in the training of VET teachers for post-secondary non-tertiary education level. The basis of the project is to focus on the transfer and adaptation of the ECVET technical framework, utilizing the expertise of three HEIs from European Countries in order to explore the applicability of ECVET in Russia and Uzbekistan and ultimately creating a compatible, comparable VET system that serves both horizontally (within VET) and vertically (from VET to HE) at national and transnational level. The Education and Science Journal. 2018; 6 (20): 90–117. Comparative analysis of approaches to the design of occupations and qualifications in both national and European environments is presented in the article. The functional analysis is used for allocation of work functions and creation of units of learning outcomes related to a particular qualification. The procedure of applying functional analysis to an occupation as well as the technology of consequent construction of the functional map for the correspondent qualification taking into account the relevant educational and occupational standards and sectoral preferences has been elaborated. The result of the study is adaptation of methodology of functional analysis and verification of the developed procedure when constructing a functional map of the chosen qualification. The procedures are illustrated on the qualification of a lawyer achieved in the VET study programme “Legislation and Social Protection”, equivalent to level 5 of the European Qualifications Framework (EQF). Successful experiments with occupations of welders, electricians, web designers, hospitality managers and others related to the qualifications of level 4 and 5 of EQF have been also completed in RUECVET project, although are not described in the article due to the restricted volume. Shmurygina O.V., Kopnov V.A. Functional Analysis in Development of Vocational Study Programme Functional analysis is the main tool that is used to determine the essence of a specific profession and relative work functions. Functional analysis allows us to identify knowledge and skills and vocational competencies as well and establish the boundaries between qualifications in the development of occupational standards and study programmes. It serves also as a tool for finding a “consensus” between the requirements of occupational and educational standards, as well as understanding the list and composition of work functions for the qualification required by a real employer (employers’ associations).
